    1                        A bill to be entitled                      
    2         An act relating to student eligibility for
    3         interscholastic athletic competition; amending s.
    4         1006.20, F.S.; revising requirements for the bylaws of
    5         the Florida High School Athletic Association governing
    6         student eligibility to participate in interscholastic
    7         athletic competition to mandate that the required
    8         medical evaluation include an electrocardiogram;
    9         revising the information that must be included on the
   10         preparticipation physical evaluation form; providing
   11         an effective date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Paragraph (c) of subsection (2) of section
   16  1006.20, Florida Statutes, is amended to read:
   17         1006.20 Athletics in public K-12 schools.—
   18         (2) ADOPTION OF BYLAWS, POLICIES, OR GUIDELINES.—
   19         (c) The FHSAA shall adopt bylaws that require all students
   20  participating in interscholastic athletic competition or who are
   21  candidates for an interscholastic athletic team to
   22  satisfactorily pass a medical evaluation each year before prior
   23  to participating in interscholastic athletic competition or
   24  engaging in any practice, tryout, workout, or other physical
   25  activity associated with the student’s candidacy for an
   26  interscholastic athletic team. A practitioner licensed under
   27  chapter 458, chapter 459, or chapter 460 or certified under s.
   28  464.012 who is in good standing with his or her professional
   29  regulatory board shall administer this Such medical evaluation
   30  may be administered only by a practitioner licensed under
   31  chapter 458, chapter 459, chapter 460, or s. 464.012, and in
   32  good standing with the practitioner’s regulatory board. The
   33  bylaws must shall establish requirements for eliciting a
   34  student’s medical history and performing the medical evaluation
   35  required under this paragraph, which must shall include an
   36  electrocardiogram and a physical assessment of the student’s
   37  physical capabilities to participate in interscholastic athletic
   38  competition as contained in a uniform preparticipation physical
   39  evaluation and history form. The evaluation form must shall
   40  incorporate the recommendations of the American Heart
   41  Association for participation cardiovascular screening and must
   42  shall provide a place for the signature of the practitioner
   43  performing the evaluation with an attestation that each
   44  examination procedure listed on the form was performed by the
   45  practitioner or by someone under the direct supervision of the
   46  practitioner. The form must shall also contain a place for the
   47  practitioner to indicate if a referral to another practitioner
   48  was made in lieu of completion of a certain examination
   49  procedure. The form must shall provide a place for the
   50  practitioner to whom the student was referred to complete the
   51  remaining sections and attest to that portion of the
   52  examination. The preparticipation physical evaluation form must
   53  contain information that advises a student shall advise students
   54  to complete a cardiovascular assessment, which includes an
   55  electrocardiogram. The preparticipation physical evaluation form
   56  must also and shall include information concerning alternative
   57  cardiovascular evaluation and diagnostic tests. Results of such
   58  medical evaluation must be provided to the school. A No student
   59  is not shall be eligible to participate in any interscholastic
   60  athletic competition or engage in any practice, tryout, workout,
   61  or other physical activity associated with the student’s
   62  candidacy for an interscholastic athletic team until the results
   63  of the medical evaluation have been received and approved by the
   64  school.
   65         Section 2. This act shall take effect July 1, 2014.
