       Senator Braynon moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 99 - 110
    4  and insert:
    5         2. Operate a one-to-one exchange, whereby the participant
    6  shall receive one sterile needle and syringe unit in exchange
    7  for each used one.
    8         3. Make available educational materials; HIV counseling and
    9  testing; referral services to provide education regarding HIV,
   10  AIDS, and viral hepatitis transmission; and drug-abuse
   11  prevention and treatment counseling and referral services.
   12         (b) The possession, distribution, or exchange of needles or
   13  syringes as part of the pilot program established by the
   14  department or the department’s designee is not a violation of
   15  any part of chapter 893 or any other law.
