       Senator Garcia moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 2694 and 2695
    4  insert:
    5         Section 48. Present paragraph (c) of subsection (1) of
    6  section 385.203, Florida Statutes, is redesignated as paragraph
    7  (d), and a new paragraph (c) is added to that subsection, to
    8  read:
    9         385.203 Diabetes Advisory Council; creation; function;
   10  membership.—
   11         (1) To guide a statewide comprehensive approach to diabetes
   12  prevention, diagnosis, education, care, treatment, impact, and
   13  costs thereof, there is created a Diabetes Advisory Council that
   14  serves as the advisory unit to the Department of Health, other
   15  governmental agencies, professional and other organizations, and
   16  the general public. The council shall:
   17         (c) In conjunction with the department, the Agency for
   18  Health Care Administration, and the Department of Management
   19  Services, submit by January 10 of each odd-numbered year to the
   20  Governor, the President of the Senate, and the Speaker of the
   21  House of Representatives a report containing the following
   22  information:
   23         1. The public health consequences and financial impact on
   24  the state from all types of diabetes and resulting health
   25  complications, including the number of persons with diabetes
   26  covered by Medicaid, the number of persons with diabetes who are
   27  insured by the Division of State Group Insurance, and the number
   28  of persons with diabetes who are impacted by state agency
   29  diabetes programs and activities.
   30         2. A description and an assessment of the effectiveness of
   31  the diabetes programs and activities implemented by each state
   32  agency, the amount and source of funding for such programs and
   33  activities, and the cost savings realized as a result of the
   34  implementation of such programs and activities.
   35         3. A description of the coordination among state agencies
   36  of programs, activities, and communications designed to manage,
   37  treat, and prevent all types of diabetes.
   38         4. The development of and revisions to a detailed action
   39  plan for reducing and controlling the number of new cases of
   40  diabetes and identification of proposed action steps to reduce
   41  the impact of all types of diabetes, identification of expected
   42  outcomes if the plan is implemented, and establishment of
   43  benchmarks for preventing and controlling diabetes.

   46  And the title is amended as follows:
   47         Delete line 292
   48  and insert:
   49         home health agencies; amending s. 385.203, F.S.;
   50         requiring the council, in conjunction with the
   51         Department of Health, the Agency for Health Care
   52         Administration, and the Department of Management
   53         Services, to develop plans to manage, treat, and
   54         prevent diabetes; requiring a report to the Governor
   55         and Legislature; providing for contents of the report;
   56         providing effective dates.
