House . . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Appropriations (Smith) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete everything after the enacting clause 4 and insert: 5 Section 1. Section 397.487, Florida Statutes, is created to 6 read: 7 397.487 Statewide Task Force on Recovery Residences.— 8 (1) The Legislature declares that the purpose of this 9 section is to create a task force to examine and analyze 10 emerging consumer protection problems pertaining to the health, 11 safety, and welfare of individuals who are recovering from 12 substance abuse addictions who reside in recovery residences. 13 (2)(a) The Statewide Task Force on Recovery Residences, a 14 task force as defined in s. 20.03, is created within the 15 Department of Children and Families for the express purpose of 16 researching the operation of recovery residences and the effect 17 on recovery residents, evaluating effective strategies for 18 certification of recovery residences, and providing policy 19 recommendations to the Legislature. 20 (b) The task force consists of the following members, or 21 the members’ designees: 22 1. The Secretary of Children and Families, who shall serve 23 as chair. 24 2. The Secretary of Health Care Administration. 25 3. The executive director of the Department of Law 26 Enforcement. 27 4. The State Fire Marshal. 28 5. Two members of the Senate, appointed by the President of 29 the Senate. 30 6. Two members of the House of Representatives, appointed 31 by the Speaker of the House of Representatives. 32 7. A representative from an addiction and recovery 33 association, appointed by the Secretary of Children and 34 Families. 35 8. Three local elected officials from impacted areas, 36 appointed by the Secretary of Children and Families. 37 (c) Members of the task force are entitled to receive 38 reimbursement for per diem and travel expenses pursuant to s. 39 112.061. 40 (d) The Department of Children and Families shall provide 41 the task force with staff necessary to assist the task force in 42 the performance of its duties. 43 (3) The task force shall hold its organizational session by 44 September 1, 2014. Thereafter, the task force shall meet at 45 least six times per year. Additional meetings may be held if the 46 chair determines that extraordinary circumstances require an 47 additional meeting. A majority of the members of the task force 48 constitutes a quorum. 49 (4) The task force shall submit an interim report of its 50 recommendations to the President of the Senate and the Speaker 51 of the House of Representatives by January 15, 2015, and a final 52 report of its recommendations by June 1, 2015. 53 (5) This section is repealed July 1, 2015. 54 Section 2. This act takes effect upon becoming a law. 55 56 ================= T I T L E A M E N D M E N T ================ 57 And the title is amended as follows: 58 Delete everything before the enacting clause 59 and insert: 60 A bill to be entitled 61 An act relating to substance abuse; creating s. 62 397.487, F.S.; creating the Statewide Task Force on 63 Recovery Residences within the Department of Children 64 and Families; providing the purpose of the task force; 65 providing membership; providing reimbursement for per 66 diem and travel expenses; requiring the department to 67 provide the task force with staff; providing meeting 68 times; providing for a quorum; requiring the task 69 force to submit to the Legislature an interim report 70 and a final report by specified dates; providing for 71 repeal; providing an effective date.
