    5  county commissioners in the respective districts; however, a
    6  medical examiner or a county, other than a home rule charter
    7  county that has a population of at least 1.3 million, may not
    8  charge a user fee for an examination, investigation, or autopsy
    9  performed pursuant to s. 406.11.
