1 A bill to be entitled
2 An act relating to specialty license plates; amending
3 ss. 320.08056 and 320.08058, F.S.; requiring the
4 Department of Highway Safety and Motor Vehicles to
5 create a Bonefish and Tarpon Trust license plate;
6 specifying the design of the plate; establishing an
7 annual use fee for the plate; requiring the department
8 to distribute the use fee to the Bonefish and Tarpon
9 Trust; restricting the use of the fee for specified
10 purposes; providing an effective date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Paragraph (eeee) is added to subsection (4) of
15 section 320.08056, Florida Statutes, to read:
16 320.08056 Specialty license plates.—
17 (4) The following license plate annual use fees shall be
18 collected for the appropriate specialty license plates:
19 (eeee) Bonefish and Tarpon Trust license plate, $25.
20 Section 2. Subsection (83) is added to section 320.08058,
21 Florida Statutes, to read:
22 320.08058 Specialty license plates.—
23 (83) BONEFISH AND TARPON TRUST LICENSE PLATES.—
24 (a) Notwithstanding s. 320.08053(1) and s. 45, chapter
25 2008-176, Laws of Florida, as amended by s. 21, chapter 2010
26 223, Laws of Florida, the department shall develop a Bonefish
27 and Tarpon Trust license plate as provided in this section. The
28 word “Florida” must appear at the top of the plate, and the
29 words “Bonefish and Tarpon Trust” must appear at the bottom of
30 the plate.
31 (b) The department shall retain all annual use fees from
32 the sale of such plates until all startup costs for developing
33 and issuing the plates have been recovered. Thereafter, the
34 annual use fees from the sale of the plate shall be distributed
35 to the Bonefish and Tarpon Trust, which:
36 1. May use a maximum of 10 percent of the proceeds to
37 promote and market the Bonefish and Tarpon Trust license plate.
38 2. Shall invest and reinvest the remainder of the proceeds
39 and use the interest thereon to conserve and enhance Florida
40 bonefish and tarpon fisheries and their respective environments
41 through stewardship, research, education, and advocacy.
42 Section 3. This act shall take effect July 1, 2014.
