Senator Brandes moved the following:
1 Senate Amendment (with title amendment)

3 Between lines 1305 and 1306
4 insert:
5 Section 29. Paragraph (f) of subsection (1) of s. 322.21,
6 Florida Statutes, is amended to read:
7 322.21 License fees; procedure for handling and collecting
8 fees.—
9 (1) Except as otherwise provided herein, the fee for:
10 (f) An original, renewal, or replacement identification
11 card issued pursuant to s. 322.051 is $25, except that an
12 applicant who presents evidence satisfactory to the department
13 that he or she is homeless as defined in s. 414.0252(7) or his
14 or her annual income is at or below 100 percent of the federal
15 poverty level is exempt from such fee. Funds collected from
16 these fees for original, renewal, or replacement identification
17 cards shall be distributed as follows:
18 1. For an original identification card issued pursuant to
19 s. 322.051, the fee is $25. This amount shall be deposited into
20 the General Revenue Fund.
21 2. For a renewal identification card issued pursuant to s.
22 322.051 the fee is $25. Of this amount, $6 shall be deposited
23 into the Highway Safety Operating Trust Fund, and $19 shall be
24 deposited into the General Revenue Fund.
25 3. For a replacement identification card issued pursuant to
26 s. 322.051 the fee is $25. Of this amount, $9 shall be deposited
27 into the Highway Safety Operating Trust Fund, and $16 shall be
28 deposited into the General Revenue Fund. Beginning July 1, 2015,
29 or upon completion of the transition of the driver license
30 issuance services, if the replacement identification card is
31 issued by the tax collector, the tax collector shall retain the
32 $9 that would otherwise be deposited into the Highway Safety
33 Operating Trust Fund and the remaining revenues shall be
34 deposited into the General Revenue Fund.

40 of a physical driver license; amending s. 322.21,
41 F.S.; exempting certain individuals who are homeless
42 or whose annual income is at or below a certain
43 percentage of the federal poverty level from paying a
44 fee for an original, renewal, or replacement
45 identification card; amending s. 322.27,
