       Senator Ring moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 1464 and 1465
    4  insert:
    5         Section 33. Section 339.70, Florida Statutes, is created to
    6  read:
    7         339.70 Authority referendum.—
    8         (1) An authority created by an act of the Legislature,
    9  under condition to become effective upon approval by vote of the
   10  electors of the area affected, which has authority over matters
   11  related to transportation, including matters concerning a public
   12  right-of-way, and which has the authority to issue bonds, must
   13  not, in the event of referendum, be subject to consolidation or
   14  dissolution more than once every 8 years.
   15         (2) A referendum that has not been expressly agreed to by
   16  an authority affected under this section may apply only to
   17  future bond issuances and may not affect an existing bond
   18  issuance.
   19         (3) This section does not apply to the following:
   20         (a) If the authority subject to referendum expressly agrees
   21  to a consolidation or dissolution.
   22         (b) An entity governed by or created by chapter 308,
   23  chapter 309, chapter 310, chapter 311, chapter 313, chapter 315,
   24  chapter 329, chapter 330, chapter 331, chapter 332, chapter 333,
   25  chapter 343, chapter 348, or chapter 349.
