    4         Delete everything after the enacting clause
    5  and insert:
    6         That the following creation of Section 28 of Article X of
    7  the State Constitution is agreed to and shall be submitted to
    8  the electors of this state for approval or rejection at the next
    9  general election:
   10                              ARTICLE X                            
   11                            MISCELLANEOUS                          
   12         SECTION 28. Gambling.—Gambling is prohibited unless
   13  authorized:
   14         (a) In this constitution or by amendment thereto; or
   15         (b) By general law in effect on January 1, 2014, until
   16  superseded in the manner authorized by this section.
   17         BE IT FURTHER RESOLVED that the following statement be
   18  placed on the ballot:
   19                      CONSTITUTIONAL AMENDMENT                     
   20                        ARTICLE X, SECTION 28                      
   21         ADDITIONAL LEGAL GAMBLING WILL REQUIRE CONSTITUTIONAL
   22  AMENDMENT.—Proposing an amendment to the State Constitution that
   23  any additional gambling requires an amendment to the State
   24  Constitution.

   27  And the title is amended as follows:
   28         Delete everything before the enacting clause
   29  and insert:
   30                        A bill to be entitled                      
   31         A joint resolution proposing the creation of Section
   32         28 of Article X of the State Constitution to require
   33         that additional gambling, other than gambling already
   34         authorized by the State Constitution or by law, be
   35         authorized by constitutional amendment.
