At the end of existing proviso language, following Specific
Appropriation 2263, INSERT:
From the funds in Specific Appropriation 2263, $500,000 of nonrecurring
funds from the State Economic Enhancement and Development Trust Fund
shall be allocated to the Florida Institute for Technology which serves
as the administrative lead for the Federal Aviation Administration's
Center of Excellence for Commercial Space Transportation. These funds
must be used by the Florida Institute for Technology to conduct research
at the institute and at other Florida universities which are core
members of the center. The focus of this research shall be on assuring a
safe, environmentally compatible, and efficient commercial space

transportation system, and supporting Space Florida's efforts to
repurpose the Shuttle Runway Facility into a multi-user commercial
spaceport facility.
