At the end of existing proviso language, following Specific 
Appropriation 96, INSERT:

From the funds provided in Specific Appropriations 9 and 96, for 
computer based learning tool needs, school districts and choice schools 
should consider acquiring lower cost, "recently new", refurbished 
desktop and laptop technology provided by charitable resources, as an 
effort to avoid expense and to receive economic enhancement on the use 
of their funds.
