Florida Senate - 2014 SB 714 By Senator Bean 4-00925B-14 2014714__ 1 A bill to be entitled 2 An act relating to specialty license plates; amending 3 ss. 320.08056 and 320.08058, F.S.; requiring the 4 Department of Highway Safety and Motor Vehicles to 5 create a Florida Homebuilders license plate; 6 establishing an annual use fee for the plate; 7 providing for the distribution of use fees received 8 from the sale of such plates; providing an effective 9 date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. Paragraph (eeee) is added to subsection (4) of 14 section 320.08056, Florida Statutes, to read: 15 320.08056 Specialty license plates.— 16 (4) The following license plate annual use fees shall be 17 collected for the appropriate specialty license plates: 18 (eeee) Florida Homebuilders license plate, $25. 19 Section 2. Subsection (83) is added to section 320.08058, 20 Florida Statutes, to read: 21 320.08058 Specialty license plates.— 22 (83) FLORIDA HOMEBUILDERS LICENSE PLATES.— 23 (a) Notwithstanding s. 320.08053(1) and s. 45 of chapter 24 2008-176, Laws of Florida, as amended by s. 21 of chapter 2010 25 223, Laws of Florida, the department shall develop a Florida 26 Homebuilders license plate as provided in this section and s. 27 320.08053(2) and (3). The word “Florida” must appear at the top 28 of the plate, and a slogan approved by the department must 29 appear at the bottom of the plate. 30 (b) The department shall retain all annual use fees from 31 the sale of such plates until the startup costs for developing 32 and issuing the plates have been recovered. Thereafter, the 33 annual use fees shall be distributed to the Florida Home 34 Builders Association and local affiliates, which may use up to 35 10 percent of the proceeds for administrative costs and 36 marketing of the plate. The balance of the fees shall be used by 37 the Florida Home Builders Association and local affiliates to 38 protect and to promote and educate the public about Florida’s 39 home building industry, ensuring that it remains a thriving 40 component of this state’s economy. 41 Section 3. This act shall take effect October 1, 2014.
