Paragraph (c) of subsection (2) of section 7 1010.20, Florida Statutes, is amended to read: 8 1010.20 Cost accounting and reporting for school 9 districts.— 10 (2) COST REPORTING.— 11 (c) The Commissioner of Education shall present to the 12 Legislature, prior to the opening of the regular session each 13 year, a district-by-district report of the expenditures reported 14 pursuant to paragraphs (a) and (b). The report shall include 15 total expenditures, a detailed analysis showing expenditures for 16 each program, and such other data as may be useful for 17 management of the education system. The Commissioner of 18 Education shall also compute cost factors relative to the base 19 student allocation for each funded program in s. 1011.62(1)(c). 20 For the 2015-2016 school year, the Commissioner of Education 21 shall include in the cost reporting a fiscal impact report at 22 the school district-level and for the 2016-2017 school year and 23 annually thereafter, at the school district- and public school 24 level, the use of resources to maximize student achievement. The 25 fiscal impact report must contain the following information: 26 1. The use of aggregated student achievement and financial 27 data available pursuant to applicable law. 28 2. An evaluation of existing accountability measures, 29 including the annual school accountability report required 30 pursuant to ss. 1001.42(18) and 1008.345 and financial data. 31 3. An evaluation that considers the student and program 32 cost factors by taking into account public school districts and 33 schools that operate in similar geography and cost environments, 34 are of similar size, and serve similar students. 35 4. A ranking of results of the evaluation under this 36 paragraph to identify the performance of school districts and 37 schools. 38 39 Beginning 2016-2017 school year and each year thereafter, the 40 fiscal impact report must contain the information specified 41 under this paragraph for school districts, public schools, and 42 charter schools. 43 44 ================= T I T L E A M E N D M E N T ================ 45 And the title is amended as follows: 46 Delete line 111 47 and insert: 48 the Articulation Coordinating Committee; amending s. 49 1010.20, F.S.; requiring the Commissioner of Education 50 to include in the cost reporting a fiscal impact 51 report; specifying certain information to be included 52 in the report; amending s.
