The Committee on Appropriations (Latvala) recommended the
following:

3 Between lines 72 and 73
4 insert:
5 Section 2. Subsection (8) of section 1009.26, Florida
6 Statutes, is amended, and subsection (12) is added to that
7 section, to read:
8 1009.26 Fee waivers.—
9 (8) A state university, a or Florida College System
10 institution, a career center operated by a school district under
11 s. 1001.44, or a charter technical career center shall waive
12 undergraduate tuition for each recipient of a Purple Heart or
13 another combat decoration superior in precedence who:
14 (a) Is enrolled as a full-time, part-time, or summer-school
15 student in an undergraduate program that terminates in a degree
16 or certificate;
17 (b) Is currently, and was at the time of the military
18 action that resulted in the awarding of the Purple Heart or
19 other combat decoration superior in precedence, a resident of
20 this state; and
21 (c) Submits to the state university or the Florida College
22 System institution the DD-214 form issued at the time of
23 separation from service as documentation that the student has
24 received a Purple Heart or another combat decoration superior in
25 precedence. If the DD-214 is not available, other documentation
26 may be acceptable if recognized by the United States Department
27 of Defense or the United States Department of Veterans Affairs
28 as documenting the award.

30 Such a waiver for a Purple Heart recipient or recipient of
31 another combat decoration superior in precedence shall be
32 applicable for 110 percent of the number of required credit
33 hours of the degree or certificate program for which the student
34 is enrolled.
35 (12)(a) A state university, a Florida College System
36 institution, a career center operated by a school district under
37 s. 1001.44, or a charter technical career center shall waive
38 out-of-state fees for students, including but not limited to
39 students who are undocumented for federal immigration purposes,
40 who meet the following conditions:
41 1. Attended a secondary school in this state, which is not
42 the Florida Virtual School Global, for 3 consecutive years
43 immediately before graduating from a high school in this state;
44 2. Enrolled in a degree or certificate program at an
45 institution of higher education within 24 months after high
46 school graduation; and
47 3. Submitted an official Florida high school transcript as
48 evidence of attendance and graduation.
49 (b) Tuition and fees charged to a student who qualifies for
50 the out-of-state fee waiver under this subsection may not exceed
51 the tuition and fees charged to a resident student. The waiver
52 is applicable for 110 percent of the required credit hours of
53 the degree or certificate program for which the student is
54 enrolled. Each state university, Florida College System
55 institution, career center operated by a school district under
56 s. 1001.44, and charter technical career center shall report to
57 the Board of Governors and the State Board of Education, as
58 appropriate, the number and value of all fee waivers granted
59 annually under this subsection. The Board of Governors for the
60 state universities and the State Board of Education for Florida
61 College System institutions, career centers operated by a school
62 district under s. 1001.44, and charter technical career centers
63 shall annually certify within their legislative budget requests
64 that the percentage of resident students enrolled systemwide is
65 at least the same as the 2013-2014 resident student enrollment
66 systemwide.
67 (c) A student who is granted an out-of-state fee waiver
68 under this subsection is not eligible for state financial aid
69 under part III of chapter 1009.

85 requiring a state university, a Florida College System
86 institution, a career center operated by a school
87 district, and a charter technical career center to
88 waive out-of-state fees for certain students who meet
89 specified conditions; requiring a state university, a
90 Florida College System institution, a career center
91 operated by a school district, and a charter technical
92 career center to report to the Board of Governors and
93 the State Board of Education, as appropriate, the
94 number and value of all fee waivers; requiring the
95 Board of Governors for the state universities and the
96 State Board of Education for the Florida College
97 System institutions, career centers operated by a
98 school district, and charter technical career centers
99 to annually certify within their legislative budget
100 requests that the percentage of resident students
101 enrolled systemwide is at least the same as the
102 resident student enrollment systemwide in a specified
103 academic year; providing that a student who is granted
104 the out-of-state fee waiver is not eligible for state
105 financial aid;
