    3         Delete lines 104 - 108
    4  and insert:
    5  Restoration Council. A concession must be granted based on
    6  business plans, qualifications, approach, and specified
    7  expectations or criteria. A privilege or concession may not be
    8  assigned or transferred by the grantee without the consent of
    9  the department.
   10         (3) In order to provide transparency to the public,
   11  information on proposed concession agreements will be posted on
   12  the department’s website upon submittal to the department and 60
   13  days before execution. The public shall be afforded the
   14  opportunity to comment on proposed concession agreements before
   15  execution.

   20  and insert:
