       (Hukill) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete line 102
    4  and insert:
    5  or stormwater service from a publicly owned utility. The term
    6  does not include school districts as it relates to stormwater
    7  fees or service.
