1 A bill to be entitled
2 An act relating to driver licenses; amending s.
3 322.21, F.S.; decreasing the fee for the renewal or
4 extension of a Class E driver license or a license
5 restricted to motorcycle use; decreasing the
6 replacement fee for a driver license; revising the
7 allocation of such fee; providing that any veteran
8 honorably discharged from the Armed Forces who has
9 served at least 1 day during a wartime period and who
10 is qualified to obtain a driver license under this
11 chapter is exempt from all fees required by this
12 section; providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Paragraphs (c) and (e) of subsection (1) and
17 subsection (7) of section 322.21, Florida Statutes, are amended
18 to read:
19 322.21 License fees; procedure for handling and collecting
20 fees.—
21 (1) Except as otherwise provided herein, the fee for:
22 (c) The renewal or extension of a Class E driver license or
23 of a license restricted to motorcycle use only is $25 $48,
24 except that a delinquent fee of $15 shall be added for a renewal
25 or extension made within 12 months after the license expiration
26 date. The fee provided in this paragraph includes the fee for
27 driver education provided by s. 1003.48.
28 (e) A replacement driver license issued pursuant to s.
29 322.17 is $10 $25. Of this amount $3 $7 shall be deposited into
30 the Highway Safety Operating Trust Fund and $7 $18 shall be
31 deposited into the General Revenue Fund. Beginning July 1, 2015,
32 or upon completion of the transition of driver license issuance
33 services, if the replacement driver license is issued by the tax
34 collector, the tax collector shall retain the $3 $7 that would
35 otherwise be deposited into the Highway Safety Operating Trust
36 Fund and the remaining revenues shall be deposited into the
37 General Revenue Fund.
38 (7) Any veteran honorably discharged from the Armed Forces
39 who has served at least 1 day during a wartime period who has
40 been issued a valid identification card by the Department of
41 Veterans’ Affairs in accordance with s. 295.17, has been
42 determined by the United States Department of Veterans Affairs
43 or its predecessor to have a 100-percent total and permanent
44 service-connected disability rating for compensation, or has
45 been determined to have a service-connected total and permanent
46 disability rating of 100 percent, is in receipt of disability
47 retirement pay from any branch of the United States Armed
48 Services, and who is qualified to obtain a driver license under
49 this chapter is exempt from all fees required by this section.
50 Section 2. This act shall take effect July 1, 2015.
