       The Committee on Criminal Justice (Brandes) recommended the
       following:
       
    1         Senate Amendment to Amendment (193802) 
    2  
    3         Delete lines 12 - 16
    4  and insert:
    5         (a) “Conduct surveillance” means to monitor, track, or
    6  follow another person with the intent to intrude on the
    7  solitude, seclusion, or privacy of a person or a person’s
    8  property, if the intrusion is the primary intent and effect, and
    9  the use is not incidental to an otherwise lawful use.
