    1                        A bill to be entitled                      
    2         An act relating to academic standards; suspending the
    3         statewide assessment program, the school grading
    4         system, and the personnel evaluation system for a
    5         specified period; requiring a review of the statewide
    6         assessment program; requiring a report to the Governor
    7         and the Legislature by a specified date; providing an
    8         effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. (1) The following are suspended until the start
   13  of the 2016-2017 academic year:
   14         (a) The statewide assessment program under s. 1008.22.
   15         (b) The school grading system under s. 1008.34.
   16         (c) The personnel evaluation system under s. 1012.34.
   17         (2)During the moratorium, the Department of Education
   18  shall review the statewide assessment program. The review must
   19  include, at a minimum, a survey of teacher evaluations of the
   20  efficacy of the assessments.
   21         (3) By January 1, 2016, the Department of Education shall
   22  prepare a report to the Governor, the President of the Senate,
   23  and the Speaker of the House of Representatives containing an
   24  analysis of the following:
   25         (a) The total hours and costs dedicated to education
   26  testing in this state, including the time taken to prepare for
   27  and administer the statewide assessment program.
   28         (b) The amount of money spent per student in this state as
   29  compared to the amount spent in 2007 and as compared to the
   30  amounts currently spent in other states.
   31         Section 2. This act shall take effect July 1, 2015.
