The Committee on Environmental Preservation and Conservation
(Dean) recommended the following:
1 Senate Amendment (with directory and title amendments)

3 Delete lines 42 - 51
4 and insert:
5 (5) “Flowback Fluid” means a water based solution that flows
6 back to the surface during and after completion of well
7 stimulation.
8 (6)(5) “Gas” means all natural gas, including casinghead
9 gas, and all other hydrocarbons not defined as oil in subsection
10 (16) (15).
11 (8) “Well stimulation” means a well intervention performed
12 by injecting fluids into a rock formation in order to increase
13 production at an oil or gas well by improving flow of
14 hydrocarbons from the formation into the wellbore. Well
15 stimulation does not include routine well cleaning that does not
16 affect the integrity of the well or formation.

19 And the directory clause is amended as follows:
20 Delete lines 35 - 39
21 and insert:
22 Section 1. Present subsection (5) of section 377.19,
23 Florida Statutes, is amended and redesignated as subsection (6),
24 present subsections (6) through (32) of that section are
25 redesignated as subsections (8) through (34), respectively, and
26 new subsections (5) and (7) are added to that section, to read:
