1 A bill to be entitled
2 An act relating to the William L. Boyd, IV, Florida
3 Resident Access Grant Program; amending s. 1009.89,
4 F.S.; providing that an independent college or
5 university that was a successor by merger to certain
6 independent colleges or universities is eligible to
7 receive William L. Boyd, IV, Florida resident access
8 grant payments; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Subsection (3) of section 1009.89, Florida
13 Statutes, is amended to read:
14 1009.89 The William L. Boyd, IV, Florida resident access
15 grants.—
16 (3) The department shall issue through the program a
17 William L. Boyd, IV, Florida resident access grant to any full
18 time degree-seeking undergraduate student registered at an
19 independent nonprofit college or university which is located in
20 and chartered by the state; which is accredited by the
21 Commission on Colleges of the Southern Association of Colleges
22 and Schools; which grants baccalaureate degrees; which is not a
23 state university or Florida College System institution; and
24 which has a secular purpose, so long as the receipt of state aid
25 by students at the institution would not have the primary effect
26 of advancing or impeding religion or result in an excessive
27 entanglement between the state and any religious sect. Any
28 independent college or university that was eligible to receive
29 tuition vouchers on January 1, 1989, and which continues to meet
30 the criteria under which its eligibility was established, or
31 that on July 1, 2013, was a successor by merger to an
32 independent college or university that was eligible to receive
33 access grant payments under this section, shall remain eligible
34 to receive William L. Boyd, IV, Florida resident access grant
35 payments.
36 Section 2. This act shall take effect July 1, 2015.
