       The Committee on Appropriations (Smith) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 90 and 91
    4  insert:
    5         Section 3. For the 2015-2016 fiscal year, the sum of $1.8
    6  million in nonrecurring funds from the General Revenue Fund is
    7  appropriated to the Department of State to implement this act.

   10  And the title is amended as follows:
   11         Delete line 14
   12  and insert:
   13         a specified date; providing an appropriation;
   14         providing an effective date.
