1 A bill to be entitled
2 An act relating to cardiopulmonary resuscitation
3 training in public schools; amending s. 1003.453,
4 F.S.; requiring school districts to provide training
5 in cardiopulmonary resuscitation to students;
6 requiring students to study and practice the
7 psychomotor skills associated with performing
8 cardiopulmonary resuscitation at least once before
9 graduating from high school; providing an exception
10 for students who have a disability; conforming a
11 provision to changes made in the act; providing an
12 effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Present subsection (3) of section 1003.453,
17 Florida Statutes, is amended and redesignated as subsection (4),
18 and a new subsection (3) is added to that section, to read:
19 1003.453 School wellness and physical education policies;
20 nutrition guidelines.—
21 (3) As part of the physical education curriculum or any
22 other required curriculum that a school district may designate,
23 each school shall provide training in cardiopulmonary
24 resuscitation (CPR) which is based on an instructional program
25 established by the American Heart Association, the American Red
26 Cross, or another nationally recognized program that uses the
27 most current evidence-based emergency cardiovascular care
28 guidelines and incorporates the development of psychomotor
29 skills in the program. Students shall study and practice the
30 psychomotor skills associated with performing CPR at least once
31 before graduating from high school. This subsection does not
32 apply to a student with a disability as defined in s. 1007.02.
33 (4)(3) School districts are encouraged to provide basic
34 training in first aid, including cardiopulmonary resuscitation,
35 for all students, beginning in grade 6 and every 2 years
36 thereafter. Private and public partnerships for providing
37 training or necessary funding are encouraged.
38 Section 2. This act shall take effect July 1, 2015.
