       The Committee on Regulated Industries (Richter) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 50 - 52
    4  and insert:
    5         2. A craft distillery may not only ship or, arrange to
    6  ship, or deliver any of its distilled spirits to consumers and
    7  may only sell and deliver to consumers within the state in a
    8  face-to-face transaction at the distillery property.

   11  And the title is amended as follows:
   12         Delete line 7
   13  and insert:
   14         product; prohibiting a craft distillery from shipping
   15         or arranging to ship any of its distilled spirits to
   16         consumers; providing an exception; providing an
   17         effective date.
