       Senator Bullard moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 1008 and 1009
    4  insert:
    5         Section 12. (1) There is created an independent review
    6  board to study the validity and reliability of the results of
    7  the Florida Standards Assessments administered for the 2014-2015
    8  school year. The independent review board is assigned to the
    9  legislative branch for administrative purposes only.
   10         (2) The independent review board is composed of the
   11  following members:
   12         (a) One school administrator, to be appointed by the
   13  President of the Senate.
   14         (b) Two classroom teachers. The President of the Senate and
   15  the Speaker of the House of Representatives shall each appoint
   16  one classroom teacher.
   17         (c) Two Florida-based academicians with backgrounds in
   18  educational evaluation and measurement. The President of the
   19  Senate and the Speaker of the House of Representatives shall
   20  each appoint one academician.
   21         (3) The independent review board shall submit a report
   22  containing the findings of its study to the President of the
   23  Senate and the Speaker of the House of Representatives no later
   24  than 60 days after the effective date of this act. Upon
   25  submission of the report, the independent review board is
   26  terminated.

   31  and insert:
   32         the Legislature by a specified date; creating an
   33         independent review board to assess the validity and
   34         reliability of the Florida Standards Assessments;
   35         specifying the composition of the independent review
   36         board; requiring the independent review board to
   37         submit a report to the Legislature by a specified
   38         date; providing for termination of the independent
   39         review board; amending ss.
