(1) There is created a task force on 6 preparation for the state’s implementation of the federal 7 Workforce Innovation and Opportunity Act, Pub. L. No. 113-128. 8 The task force is assigned to CareerSource Florida, Inc., for 9 administrative purposes only. 10 (2) The task force shall convene no later than June 1, 11 2015, and shall be composed of the following 20 members: 12 (a) The president of CareerSource Florida, Inc., who shall 13 serve as chair of the task force. 14 (b) The executive director of the Department of Economic 15 Opportunity or his or her designee. 16 (c) The Commissioner of Education or his or her designee. 17 (d) The Chancellor of the State University System or his or 18 her designee. 19 (e) The Chancellor of the Florida College System or his or 20 her designee. 21 (f) The Chancellor of the Division of Career and Adult 22 Education of the Department of Education or her designee. 23 (g) The director of the Division of Vocational 24 Rehabilitation of the Department of Education or his or her 25 designation. 26 (h) The director of the Division of Blind Services of the 27 Department of Education or his or her designee. 28 (i) The director of the Agency for Persons with 29 Disabilities or his or her designee. 30 (j) The Secretary of Elderly Affairs or his or her 31 designee. 32 (k) The Secretary of Children and Families or his or her 33 designee. 34 (l) The Secretary of Juvenile Justice or his or her 35 designee. 36 (m) The Secretary of Corrections or his or her designee. 37 (n) The president of Enterprise Florida, Inc., or his or 38 her designee. 39 (o) The president of the Florida Workforce Development 40 Association, Inc., and two of his or her designees from regional 41 workforce boards, one of whom must be a representative of a 42 rural regional workforce board. 43 (p) The statewide director of the Florida Small Business 44 Development Center network or his or her designee. 45 (q) The president of the Florida Association of 46 Postsecondary Schools and Colleges, Inc., or his or her 47 designee. 48 (r) The president of the Independent Colleges and 49 Universities of Florida, Inc., or his or her designee. 50 (2)(a) CareerSource Florida, Inc., shall provide 51 administrative and staff support services to the task force 52 which relate to its functions, including creating workgroups or 53 subcommittees of the task force. 54 (b) Members of the task force shall serve without 55 compensation but are entitled to reimbursement for per diem and 56 travel expenses in accordance with s. 112.061, Florida Statutes. 57 Per diem and travel expenses incurred by a member of the task 58 force shall be paid from funds budgeted to the state agency or 59 entity that the member represents. 60 (3)(a) The task force shall develop recommendations for the 61 state’s implementation of the federal Workforce Innovation and 62 Opportunity Act, which recommendations shall be presented to and 63 approved by the board of directors of CareerSource Florida, Inc. 64 The recommendations shall include, but are not limited to: 65 1. A review of current workforce service delivery and 66 recommendations for inclusiveness of programs. 67 2. A regional planning design. 68 3. A one-stop service delivery design. 69 4. The integration of economic development, workforce 70 development, and the state’s education system. 71 5. The development of sector strategies and career 72 pathways. 73 (b) The task force shall submit a report containing the 74 approved recommendations to the Governor, the President of the 75 Senate, and the Speaker of the House of Representatives by 76 December 1, 2015. 77 (4) CareerSource Florida, Inc., shall incorporate the task 78 force’s approved recommendations into the state plan required 79 under the federal Workforce Innovation and Opportunity Act, 80 which, upon approval of the state plan by the board of directors 81 of CareerSource Florida, Inc., shall be submitted to the United 82 States Department of Labor, with a copy of the state plan 83 provided to the Governor, the President of the Senate, and the 84 Speaker of the House of Representatives. 85 (5) The task force is abolished June 30, 2016, or at an 86 earlier date as provided by the task force. 87 Section 61.
