1 A bill to be entitled
2 An act relating to educational opportunities for
3 veterans; amending s. 1009.26, F.S.; revising criteria
4 for eligibility for out-of-state fee waivers at state
5 universities, Florida College System institutions, and
6 specified career centers; removing a provision
7 regarding the applicability of waivers to required
8 credit hours for a student’s degree or certificate
9 program; requiring the Board of Governors and the
10 State Board of Education to adopt regulations and
11 rules, respectively; revising a short title provision;
12 providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:

16 Section 1. Subsection (13) of section 1009.26, Florida
17 Statutes, is amended to read:
18 1009.26 Fee waivers.—
19 (13)(a) There is established the Congressman C. W. “Bill”
20 Young Veteran Tuition Waiver Program. A state university,
21 Florida College System institution, career center operated by a
22 school district under s. 1001.44, or charter technical career
23 center shall waive out-of-state fees for a person who is:
24 1. An honorably discharged veteran of the United States
25 Armed Forces, the United States Reserve Forces, or the National
26 Guard who physically resides in this state while enrolled in the
27 institution; or.
28 2. Receiving educational assistance through the United
29 States Department of Veterans Affairs for a quarter, semester,
30 or term beginning after July 1, 2015, who physically resides in
31 this state while enrolled in the institution.
32 (b) Tuition and fees charged to a veteran who qualifies for
33 the out-of-state fee waiver under this subsection may not exceed
34 the tuition and fees charged to a resident student. The waiver
35 is applicable for 110 percent of the required credit hours of
36 the degree or certificate program for which the student is
37 enrolled.
38 (c) Each state university, Florida College System
39 institution, career center operated by a school district under
40 s. 1001.44, and charter technical career center shall report to
41 the Board of Governors and the State Board of Education,
42 respectively, the number and value of all fee waivers granted
43 annually under this subsection.
44 (d) The Board of Governors and the State Board of Education
45 shall respectively adopt regulations and rules to administer
46 this subsection.
47 (e)(b) This subsection may be cited as the “Congressman
48 C.W. ‘Bill’ Young Veteran Tuition Waiver Act.”
49 Section 2. This act shall take effect upon becoming a law.
