       Senator Garcia moved the following:
       
    1         Senate Amendment to Amendment (253318) 
    2  
    3         Delete line 8
    4  and insert:
    5  federal Medicaid funding for behavioral health care. The plan
    6  must give preference to quality improvement organizations as
    7  defined in the Social Security Act, 42 U.S.C. s. 1320c-1.
    8  Increased
