       Senator Garcia moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 173 - 200
    4  and insert:
    5         394.761 Revenue maximization.—
    6         (1) The agency and the department shall develop a plan to
    7  obtain federal approval for increasing the availability of
    8  federal Medicaid funding for behavioral health care. Increased
    9  funding will be used to advance the goal of improved integration
   10  of behavioral health and primary care services through
   11  development and effective implementation of coordinated care
   12  organizations as described in s. 394.9082(3). The agency and the
   13  department shall submit the written plan to the President of the
   14  Senate and the Speaker of the House of Representatives no later
   15  than November 1, 2015. The plan shall identify the amount of
   16  general revenue funding appropriated for mental health and
   17  substance abuse services which is eligible to be used as state
   18  Medicaid match. The plan must evaluate alternative uses of
   19  increased Medicaid funding, including expansion of Medicaid
   20  eligibility for the severely and persistently mentally ill;
   21  increased reimbursement rates for behavioral health services;
   22  adjustments to the capitation rate for Medicaid enrollees with
   23  chronic mental illness and substance use disorders; supplemental
   24  payments to mental health and substance abuse providers through
   25  a designated state health program or other mechanisms; and
   26  innovative programs for incentivizing improved outcomes for
   27  behavioral health conditions. The plan shall identify the
   28  advantages and disadvantages of each alternative and assess the
   29  potential of each for achieving improved integration of
   30  services. The plan shall identify the types of federal approvals
   31  necessary to implement each alternative and project a timeline
   32  for implementation.
   33         (2) The agency, in consultation with the department, shall
   34  apply to the United States Department of Health and Human
   35  Services for an Excellence in Mental Health Act grant and any
   36  other subsequent grant programs that become available through s.
   37  203 of the federal Protecting Access to Medicare Act of 2014,
   38  Pub. L. No. 113-93, and that create an opportunity to improve
   39  access to community mental health services while improving
   40  Medicaid reimbursement rates for such services. This subsection
   41  expires July 1, 2018.
