       The Committee on Fiscal Policy (Bean) recommended the following:
       
    1         Senate Amendment

    3         Delete lines 563 - 615
    4  and insert:
    5         (87) SAFE AND FREE FLORIDA LICENSE PLATES.-
    6         (a) Notwithstanding s. 45, chapter 2008-176, Laws of
    7  Florida, as amended by s. 21, chapter 2010-223 and s. 45,
    8  chapter 2014-216, Laws of Florida, the department shall develop
    9  a Safe and Free Florida license plate as provided in this
   10  section and s. 320.08053. The word “Florida” must appear at the
   11  top of the plate, and the words “End Human Trafficking” must
   12  appear at the bottom of the plate.
   13         (b) The department shall retain all annual use fees from
   14  the sale of such plates until all startup costs for developing
   15  and issuing the plates have been recovered. Thereafter, the
   16  annual use fees from the sale of the plate shall be distributed
   17  to the Department of Legal Affairs, which:
   18         1. May use up to 15 percent of the proceeds to promote and
   19  market the license plate.
   20         2. Shall establish a program to award grants to
   21  nongovernmental organizations that shall use the awarded funds:
   22         a. To provide for the material needs of sexually abused,
   23  exploited, or trafficked victims, including, but not limited to,
   24  clothing, housing, medical care, food, utilities, and
   25  transportation.
   26         b. For detoxification services.
   27         c. For prenatal and postnatal care and to provide services
   28  for infants awaiting placement with adoptive parents.
   29         d. To purchase or lease real estate to facilitate a safe
   30  house or a transitional care or recovery care center.
   31         e. For counseling, training, awareness, and prevention
   32  programs for sexually abused, exploited, or trafficked victims.
   33         f. To provide emergency legal advocacy to sexually abused
   34  or trafficked victims at a rate established by the Department of
   35  Legal Affairs.
   36         (c) The Department of Legal Affairs may not distribute
   37  funds under paragraph (b) to any nongovernmental organization
   38  that charges victims for services received through this funding.
   39  An organization that receives the funds may not use the funds
   40  for administrative or capital expenditures. Each organization
   41  that receives funds must submit an annual attestation to the
   42  Department of Legal Affairs no later than December 31. The
   43  Department of Legal Affairs shall adopt and enforce rules to
   44  implement this subsection.
