House Comm: RCS . 04/21/2015 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Fiscal Policy (Clemens) recommended the following: 1 Senate Amendment (with directory amendment) 2 3 Between lines 175 and 176 4 insert: 5 (48) LIVE THE DREAM LICENSE PLATES.— 6 (b) The proceeds of the annual use fee shall be distributed 7 to the Living the Dream Foundation, Inc. The Living the Dream 8 Foundation, Inc., shall retain the first $60,000 in proceeds 9 from the annual use fees as reimbursement for administrative 10 costs, startup costs, and costs incurred in the approval 11 process. Thereafter, up to 25 percent shall be used for 12 continuing promotion and marketing of the license plate and 13 concept. The remaining funds shall be used in the following 14 manner: 15 1. Twenty-five percent shall be distributed to the Sickle 16 Cell Disease Association of Florida, Inc., to be distributed 17 equally among the sickle cell organizations that are Florida 18 members of the Sickle Cell Disease Association of America, Inc., 19 for programs that provide research, care, and treatment for 20 sickle cell disease. 21 2. Twenty-five percent shall be distributed to the Miami 22 Children’s Initiative, Inc.,Florida chapter of the March of23Dimesfor programs and services that improve the health of 24 babies through the prevention of birth defects and infant 25 mortality and provide a unified system of support, education, 26 and care that begins before birth and continues through college 27 and career. 28 3. Ten percent shall be distributed to the Florida 29 Association of Healthy Start Coalitions, Inc., to decrease 30 racial disparity in infant mortality and to increase healthy 31 birth outcomes. Funding will be used by local Healthy Start 32 Coalitions to provide services and increase screening rates for 33 high-risk pregnant women, children under 4 years of age, and 34 women of childbearing age. 35 4. Ten percent shall be distributed to the Chapman 36 Partnership, Inc.,Community Partnership for Homeless, Inc.,for 37 programs that provide relief from poverty, hunger, and 38 homelessness. 39 5.
