       The Committee on Rules (Gibson) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 72
    4  and insert:
    5         (f) This subsection does not allow a private child-placing
    6  agency, or a family foster home or residential child-caring
    7  agency affiliated with such a private child-placing agency, to
    8  discriminate against an individual or couple because of, or
    9  based on the perception of, the individual’s or couple’s
   10  religion or religious affiliation or lack thereof.
   11         (g) This subsection expressly preempts to the state
