The Committee on Appropriations (Grimsley) recommended the
following:

3 Between lines 39 and 40
4 insert:
5 Section 1. Paragraph (a) of subsection (2) and subsection
6 (3) of section 20.255, Florida Statutes, are amended to read:
7 20.255 Department of Environmental Protection.—There is
8 created a Department of Environmental Protection.
9 (2)(a) There shall be three deputy secretaries who are to
10 be appointed by and shall serve at the pleasure of the
11 secretary. The secretary may assign any deputy secretary the
12 responsibility to supervise, coordinate, and formulate policy
13 for any division, office, or district. The following special
14 offices are established and headed by managers, each of whom is
15 to be appointed by and serve at the pleasure of the secretary:
16 1. Office of Chief of Staff;
17 2. Office of General Counsel;
18 3. Office of Technology and Information Services Inspector
19 General;
20 4. Office of External Affairs;
21 5. Office of Legislative Affairs;
22 6. Office of Operations Intergovernmental Programs; and
23 7. Florida Coastal Office; of Greenways and Trails.
24 8. Office Preparedness and of Emergency Response;.
25 9. Office of the Florida Geological Survey; and
26 10. Office of Inspector General. The Inspector General is
27 to be appointed by the Chief Inspector General of the Governor’s
28 office and is subject to the general supervision of the
29 secretary.

31 The managers of all divisions and offices specifically named in
32 this section and the directors of the six administrative
33 districts are exempt from part II of chapter 110 and are
34 included in the Senior Management Service in accordance with s.
35 110.205(2)(j).
36 (3) The following divisions of the Department of
37 Environmental Protection are established:
38 (a) Division of Administrative Services.
39 (b) Division of Air Resource Management.
40 (c) Division of Water Resource Management.
41 (d) Division of Environmental Assessment and Restoration.
42 (e) Division of Waste Management.
43 (f) Division of Recreation and Parks.
44 (g) Division of State Lands, the director of which is to be
45 appointed by the secretary of the department, subject to
46 confirmation by the Governor and Cabinet sitting as the Board of
47 Trustees of the Internal Improvement Trust Fund.
48 (h) Division of Water Restoration Assistance.

50 In order to ensure statewide and intradepartmental consistency,
51 the department’s divisions shall direct the district offices and
52 bureaus on matters of interpretation and applicability of the
53 department’s rules and programs.
