       The Committee on Regulated Industries (Margolis) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 41 and 42
    4  insert:
    5         (6) This section does not apply to the possession of
    6  powdered alcohol solely for the purpose of transportation
    7  through this state by a licensed manufacturer or a common
    8  carrier on behalf of a licensed manufacturer.

   11  And the title is amended as follows:
   12         Delete line 8
   13  and insert:
   14         research purposes; providing an exemption for the
   15         possession of powdered alcohol solely for the purpose
   16         of transportation through this state by specified
   17         entities; providing an effective date.
