       The Committee on Rules (Benacquisto) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 55 - 58
    4  and insert:
    5  pursuant to paragraph (1)(a) and the justification for its rate
    6  incorporates sufficient actual or expected loss and loss
    7  adjustment expense experience so as to be actuarially sound. The
    8  office shall require that any rate filing resulting from the use
    9
