Floor: NC/2R . 03/04/2016 01:08 PM . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Brandes moved the following: 1 Senate Amendment to Amendment (913116) (with directory and 2 title amendments) 3 4 Between lines 127 and 128 5 insert: 6 (25) FISCAL TRANSPARENCY.—A parent has the right to know 7 the average amount of money estimated to be expended from all 8 local, state, and federal sources for the education of his or 9 her child, including operating and capital outlay expenses. By 10 December 31 of each year, the department shall publish on its 11 website from each school district’s annual financial report, 12 expenditures on a per FTE basis for general, special revenue, 13 debt service, and capital project funds and a total of such 14 expenditures. Fiduciary, enterprise, and internal service funds 15 may not be included. By December 31 of each year, each school 16 district shall publish the school district’s funding information 17 in the same format on its website. With the exception of 18 expenditures from debt service and capital project funds, the 19 same information regarding the specific school shall be made 20 available to students on each school’s website, provided to 21 parents in the school financial report, and published in the 22 student handbook or a similar publication. 23 24 ====== D I R E C T O R Y C L A U S E A M E N D M E N T ====== 25 And the directory clause is amended as follows: 26 Delete line 57 27 and insert: 28 amended, and subsection (25) is added to that section, to read: 29 30 ================= T I T L E A M E N D M E N T ================ 31 And the title is amended as follows: 32 Delete line 2602 33 and insert: 34 enrollment; providing the right of a parent to know an 35 estimated amount of money expended for the education 36 of his or her child; requiring the Department of 37 Education to annually publish certain financial 38 information on its website by a specified date; 39 requiring each school district to publish certain 40 financial information on its website by a specified 41 date; requiring certain financial information to be 42 published on each school’s website, provided in the 43 school financial report, and authorizing the 44 information to be published in the student handbook or 45 a similar publication; amending s. 1002.31, F.S.; 46 requiring each
