       (Altman) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 47 - 50
    4  and insert:
    5  Rivers and Harbors Act of 1899, so long as the assumption
    6  encompasses all dredge and fill activities in, on, or over
    7  jurisdictional wetlands or waters, including navigable waters,
    8  within the state.
