Senator Altman moved the following:

3 Between lines 158 and 159
4 insert:
5 Section 3. Subsection (7) of section 163.3175, Florida
6 Statutes, is amended to read:
7 163.3175 Legislative findings on compatibility of
8 development with military installations; exchange of information
9 between local governments and military installations.—
10 (7) To facilitate the exchange of information provided for
11 in this section, a representative of a military installation
12 acting on behalf of all military installations within that
13 jurisdiction shall be included as an ex officio, nonvoting
14 member of the county’s or affected local government’s land
15 planning or zoning board. Such a representative is not required
16 to file a statement of financial interests pursuant to s.
17 112.3145 solely due to his or her service on the county’s or
18 affected local government’s land planning or zoning board.

21 And the title is amended as follows:
22 Delete lines 2 - 21
23 and insert:
24 An act relating to land planning; amending s. 125.001,
25 F.S.; authorizing local governments to hold joint
26 public meetings to discuss matters of mutual interest
27 upon certain conditions; prohibiting official votes
28 from being taken at such meetings; specifying that
29 such meetings may not take the place of certain
30 required hearings; amending s. 125.045, F.S.;
31 authorizing the governing body of a county to employ
32 tax increment financing in certain areas; requiring
33 the governing body of a county to administer a
34 separate reserve account for tax increment areas for
35 the deposit of tax increment revenues; requiring that
36 tax increment revenues be used to fund only certain
37 activities and projects that directly benefit the tax
38 increment area; specifying determination requirements
39 for a tax increment; prohibiting the Department of
40 Transportation or the Florida Turnpike Enterprise from
41 imposing certain fees on or requiring certain
42 contributions from a commercial or retail development
43 within a tax increment finance area; amending s.
44 163.3175, F.S.; providing that a representative of a
45 military installation is not required to file a
46 specified statement of financial interests due solely
47 to service on a local land planning or zoning board;
48 amending s.
