       The Committee on Military and Veterans Affairs, Space, and
       Domestic Security (Evers) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Present subsections (1) through (9) of section
    6  252.34, Florida Statutes, are renumbered as subsections (2)
    7  through (10), respectively, and a new subsection (1) is added to
    8  that section, to read:
    9         252.34 Definitions.—As used in this part, the term:
   10         (1) “Activate” means the execution and implementation of
   11  the necessary plans and activities required to mitigate, respond
   12  to, or recover from an emergency or disaster pursuant to this
   13  chapter and the state comprehensive emergency management plan.
   14         Section 2. Subsection (10) of section 163.360, Florida
   15  Statutes, is amended to read:
   16         163.360 Community redevelopment plans.—
   17         (10) Notwithstanding any other provisions of this part,
   18  when the governing body certifies that an area is in need of
   19  redevelopment or rehabilitation as a result of an emergency
   20  under s. 252.34(4) s. 252.34(3), with respect to which the
   21  Governor has certified the need for emergency assistance under
   22  federal law, that area may be certified as a “blighted area,”
   23  and the governing body may approve a community redevelopment
   24  plan and community redevelopment with respect to such area
   25  without regard to the provisions of this section requiring a
   26  general plan for the county or municipality and a public hearing
   27  on the community redevelopment.
   28         Section 3. Subsection (1) of section 474.2125, Florida
   29  Statutes, is amended to read:
   30         474.2125 Temporary license.—
   31         (1) The board shall adopt rules providing for the issuance
   32  of a temporary license to a licensed veterinarian of another
   33  state for the purpose of enabling her or him to provide
   34  veterinary medical services in this state for the animals of a
   35  specific owner or, as may be needed in an emergency as defined
   36  in s. 252.34(4) s. 252.34(3), for the animals of multiple
   37  owners, provided the applicant would qualify for licensure by
   38  endorsement under s. 474.217. No temporary license shall be
   39  valid for more than 30 days after its issuance, and no license
   40  shall cover more than the treatment of the animals of one owner
   41  except in an emergency as defined in s. 252.34(4) s. 252.34(3).
   42  After the expiration of 30 days, a new license is required.
   43         Section 4. Subsection (4) of section 627.659, Florida
   44  Statutes, is amended to read:
   45         627.659 Blanket health insurance; eligible groups.—Blanket
   46  health insurance is that form of health insurance which covers
   47  special groups of individuals as enumerated in one of the
   48  following subsections:
   49         (4) Under a policy or contract issued in the name of a
   50  volunteer fire department, first aid group, local emergency
   51  management agency as defined in s. 252.34(6) s. 252.34(5), or
   52  other group of first responders as defined in s. 112.1815, which
   53  is deemed the policyholder, covering all or any grouping of the
   54  members or employees of the policyholder or covering all or any
   55  participants in an activity or operation sponsored or supervised
   56  by the policyholder.
   57         Section 5. This act shall take effect upon becoming a law.
