Paragraphs (ffff) through (oooo) are added to 6 subsection (4) of section 320.08056, Florida Statutes, to read: 7 320.08056 Specialty license plates.— 8 (4) The following license plate annual use fees shall be 9 collected for the appropriate specialty license plates: 10 (ffff) Sun Sea Smiles license plate, $25. 11 (gggg) Support Our Constitution license plate, $25. 12 (hhhh) Alpha Phi Alpha Fraternity license plate, $25. 13 (iiii) Omega Psi Phi Fraternity license plate, $25. 14 (jjjj) Kappa Alpha Psi Fraternity license plate, $25. 15 (kkkk) Phi Beta Sigma Fraternity license plate, $25. 16 (llll) Zeta Phi Beta Sorority license plate, $25. 17 (mmmm) Delta Sigma Theta Sorority license plate, $25. 18 (nnnn) Alpha Kappa Alpha Sorority license plate, $25. 19 (oooo) Sigma Gamma Rho Sorority license plate, $25. 20 Section 27. Subsections (84) through (93) are added to 21 section 320.08058, Florida Statutes, to read: 22 320.08058 Specialty license plates.— 23 (84) SUN SEA SMILES LICENSE PLATES.— 24 (a) The department shall develop a Sun Sea Smiles license 25 plate as provided in this section and s. 320.08053. The plate 26 must bear the colors and design approved by the department. The 27 word “Florida” must appear at the top of the plate, and the 28 words “Sun Sea Smiles” must appear at the bottom of the plate. 29 (b) The annual use fees from the sale of the plate shall be 30 distributed as follows: 31 1. Thirty-five percent shall be distributed to the Florida 32 Caribbean Charitable Foundation, Inc. Five percent shall be used 33 exclusively for marketing of the Sun Sea Smiles license plate. 34 Up to 5 percent of this amount may be used for administrative 35 expenses, and the remainder shall be used as follows: 36 a. Sixty percent shall be used for a college scholarship 37 program. 38 b. Fifteen percent shall be used to promote health and 39 wellness among Florida residents of Caribbean descent. 40 c. Twenty-five percent shall be used to promote awareness 41 of Caribbean culture within the state. 42 2. Twenty percent shall be distributed to the American 43 Friends of Jamaica, Inc., a charitable, nonprofit organization 44 under s. 501(c)(3) of the Internal Revenue Code registered with 45 the Department of Agriculture and Consumer Services and 46 incorporated in New York, for grants to promote social and 47 community development among Florida residents. Up to 5 percent 48 of this amount may be used for administrative and marketing 49 expenses. 50 3. Ten percent shall be distributed to Sant La Haitian 51 Neighborhood Center, Inc., to promote social and community 52 development. Up to 5 percent of this amount may be used for 53 administrative expenses. 54 4. Ten percent shall be distributed to Fanm Ayisyen nan 55 Miyami, Inc., to promote social and community development. Up to 56 5 percent of this amount may be used for administrative 57 expenses. 58 5. Twenty percent shall be distributed to Greater Caribbean 59 American Cultural Coalition, Inc., to promote awareness of 60 Caribbean culture within the state. Up to 5 percent of this 61 amount may be used for administrative expenses. 62 6. Five percent shall be distributed to Little Haiti 63 Optimist Foundation, Inc., to promote awareness of Caribbean 64 culture and youth development within the state. Up to 5 percent 65 of this amount may be used for administrative expenses. 66 (85) SUPPORT OUR CONSTITUTION LICENSE PLATES.— 67 (a) The department shall develop a Support Our Constitution 68 license plate as provided in this section and s. 320.08053. 69 Support Our Constitution license plates must bear the colors and 70 design approved by the department. The word “Florida” must 71 appear at the top of the plate, and the words “Support Our 72 Constitution” must appear at the bottom of the plate. 73 (b) The annual use fees shall be distributed to The 74 Constitution Foundation, Inc., which may retain all proceeds 75 from the annual use fees until the startup costs for developing 76 and issuing the license plates have been recovered. Thereafter, 77 The Constitution Foundation, Inc., shall use the proceeds as 78 follows: 79 1. A maximum of 15 percent may be used for administrative 80 costs of the organization. 81 2. A maximum of 10 percent may be used for promotion and 82 the marketing costs of the license plate. 83 3. The remainder shall be used to fund the activities, 84 programs, projects, and mission of The Constitution Foundation, 85 Inc., to increase awareness and understanding of the United 86 States Constitution in Florida’s public schools, recruit and 87 train school leaders to make presentations in each school 88 district, and provide to each student, at no charge, learning 89 materials and a pocket Constitution. 90 (86) ALPHA PHI ALPHA FRATERNITY LICENSE PLATES.— 91 (a) The department shall develop an Alpha Phi Alpha 92 Fraternity license plate as provided in this section and s. 93 320.08053. The plates must bear the colors and design approved 94 by the department. The word “Florida” must appear at the top of 95 the plate, and the name of the fraternity must appear at the 96 bottom of the plate. 97 (b) The annual use fees from the sale of the plate shall be 98 distributed as follows: 99 1. Ten percent shall be distributed to the Florida 100 Federation of Alpha Chapters and used solely for marketing of 101 the Alpha Phi Alpha Fraternity, Inc., license plate. 102 2. Eighty-five percent shall be distributed to the Florida 103 Federation of Alpha Chapters and used to promote community 104 awareness and action through educational, economic, and cultural 105 service activities. 106 3. Five percent shall be distributed to the United Negro 107 College Fund to be used for college scholarships for Florida 108 residents attending historically black colleges and 109 universities. 110 (87) OMEGA PSI PHI FRATERNITY LICENSE PLATES.— 111 (a) The department shall develop an Omega Psi Phi 112 Fraternity license plate as provided in this section and s. 113 320.08053. The plates must bear the colors and design approved 114 by the department. The word “Florida” must appear at the top of 115 the plate, and the name of the fraternity must appear at the 116 bottom of the plate. 117 (b) The annual use fees from the sale of the plate shall be 118 distributed as follows: 119 1. Ten percent shall be distributed to the State of Florida 120 Omega Friendship Foundation, Inc., and used solely for marketing 121 of the Omega Psi Phi Fraternity, Inc., license plate. 122 2. Eighty-five percent shall be distributed to the State of 123 Florida Omega Friendship Foundation, Inc., and used to promote 124 community awareness and action through educational, economic, 125 and cultural service activities. 126 3. Five percent shall be distributed to the United Negro 127 College Fund to be used for college scholarships for Florida 128 residents attending historically black colleges and 129 universities. 130 (88) KAPPA ALPHA PSI FRATERNITY LICENSE PLATES.— 131 (a) The department shall develop a Kappa Alpha Psi 132 Fraternity license plate as provided in this section and s. 133 320.08053. The plates must bear the colors and design approved 134 by the department. The word “Florida” must appear at the top of 135 the plate, and the name of the fraternity must appear at the 136 bottom of the plate. 137 (b) The annual use fees from the sale of the plate shall be 138 distributed as follows: 139 1. Ten percent shall be distributed to the Southern 140 Province of Kappa Alpha Psi Foundation, Inc., and used solely 141 for marketing of the Kappa Alpha Psi Fraternity, Inc., license 142 plate. 143 2. Eighty-five percent shall be distributed to the Southern 144 Province of Kappa Alpha Psi Foundation, Inc., and used to 145 promote community awareness and action through educational, 146 economic, and cultural service activities. 147 3. Five percent shall be distributed to the United Negro 148 College Fund to be used for college scholarships for Florida 149 residents attending historically black colleges and 150 universities. 151 (89) PHI BETA SIGMA FRATERNITY LICENSE PLATES.— 152 (a) The department shall develop a Phi Beta Sigma 153 Fraternity license plate as provided in this section and s. 154 320.08053. The plates must bear the colors and design approved 155 by the department. The word “Florida” must appear at the top of 156 the plate, and the name of the fraternity must appear at the 157 bottom of the plate. 158 (b) The annual use fees from the sale of the plate shall be 159 distributed as follows: 160 1. Ten percent shall be distributed to TMB Charitable 161 Foundation, Inc., and used solely for marketing of the Phi Beta 162 Sigma Fraternity, Inc., license plate. 163 2. Eighty-five percent shall be distributed to TMB 164 Charitable Foundation, Inc., and used to promote community 165 awareness and action through educational, economic, and cultural 166 service activities. 167 3. Five percent shall be distributed to the United Negro 168 College Fund to be used for college scholarships for Florida 169 residents attending historically black colleges and 170 universities. 171 (90) ZETA PHI BETA SORORITY LICENSE PLATES.— 172 (a) The department shall develop a Zeta Phi Beta Sorority 173 license plate as provided in this section and s. 320.08053. The 174 plates must bear the colors and design approved by the 175 department. The word “Florida” must appear at the top of the 176 plate, and the name of the sorority must appear at the bottom of 177 the plate. 178 (b) The annual use fees from the sale of the plate shall be 179 distributed as follows: 180 1. Ten percent shall be distributed to Florida Pearls, 181 Inc., and used solely for marketing of the Zeta Phi Beta 182 Sorority, Inc., license plate. 183 2. Eighty-five percent shall be distributed to Florida 184 Pearls, Inc., and used to promote community awareness and action 185 through educational, economic, and cultural service activities. 186 3. Five percent shall be distributed to the United Negro 187 College Fund to be used for college scholarships for Florida 188 residents attending historically black colleges and 189 universities. 190 (91) DELTA SIGMA THETA SORORITY LICENSE PLATES.— 191 (a) The department shall develop a Delta Sigma Theta 192 Sorority license plate as provided in this section and s. 193 320.08053. The plates must bear the colors and design approved 194 by the department. The word “Florida” must appear at the top of 195 the plate, and the name of the sorority must appear at the 196 bottom of the plate. 197 (b) The annual use fees from the sale of the plate shall be 198 distributed as follows: 199 1. Ten percent shall be distributed to the Delta Research 200 and Educational Foundation and used solely for marketing of the 201 Delta Sigma Theta Sorority, Inc., license plate. 202 2. Eighty-five percent shall be distributed to the Delta 203 Research and Educational Foundation and used to promote 204 community awareness and action through educational, economic, 205 and cultural service activities. 206 3. Five percent shall be distributed to the United Negro 207 College Fund to be used for college scholarships for Florida 208 residents attending historically black colleges and 209 universities. 210 (92) ALPHA KAPPA ALPHA SORORITY LICENSE PLATES.— 211 (a) The department shall develop an Alpha Kappa Alpha 212 Sorority license plate as provided in this section and s. 213 320.08053. The plates must bear the colors and design approved 214 by the department. The word “Florida” must appear at the top of 215 the plate, and the name of the sorority must appear at the 216 bottom of the plate. 217 (b) The annual use fees from the sale of the plate shall be 218 distributed as follows: 219 1. Ten percent shall be distributed to the Alpha Kappa 220 Alpha Educational Advancement Foundation, Inc., and used solely 221 for marketing of the Alpha Kappa Alpha Sorority, Inc., license 222 plate. 223 2. Eighty-five percent shall be distributed to the Alpha 224 Kappa Alpha Educational Advancement Foundation, Inc., and used 225 to promote community awareness and action through educational, 226 economic, and cultural service activities. 227 3. Five percent shall be distributed to the United Negro 228 College Fund to be used for college scholarships for Florida 229 residents attending historically black colleges and 230 universities. 231 (93) SIGMA GAMMA RHO SORORITY LICENSE PLATES.— 232 (a) The department shall develop a Sigma Gamma Rho Sorority 233 license plate as provided in this section and s. 320.08053. The 234 plates must bear the colors and design approved by the 235 department. The word “Florida” must appear at the top of the 236 plate, and the name of the sorority must appear at the bottom of 237 the plate. 238 (b) The annual use fees from the sale of the plate shall be 239 distributed as follows: 240 1. Ten percent shall be distributed to the Sigma Gamma Rho 241 Sorority National Education Fund, Inc., and used solely for 242 marketing of the Sigma Gamma Rho Sorority, Inc., license plate. 243 2. Eighty-five percent shall be distributed to the Sigma 244 Gamma Rho Sorority National Education Fund, Inc., and used to 245 promote community awareness and action through educational, 246 economic, and cultural service activities. 247 3.
