Paragraph (ffff) is added to subsection (4) of 6 section 320.08056, Florida Statutes, to read: 7 320.08056 Specialty license plates.— 8 (4) The following license plate annual use fees shall be 9 collected for the appropriate specialty license plates: 10 (ffff) Support Special Needs Kids license plate, $25. 11 Section 24. Subsection (66) of section 320.08058, Florida 12 Statutes, is amended, and subsection (84) is added to that 13 section, to read: 14 320.08058 Specialty license plates.— 15 (66) IN GOD WE TRUST LICENSE PLATES.— 16 (a) The department shall develop an In God We Trust license 17 plate as provided in this section. However, the requirements of 18 s. 320.08053 must be met before the plates are issued. In God We 19 Trust license plates must bear the colors and design approved by 20 the department. The word “Florida” must appear at the top of the 21 plate, and the words “In God We Trust” must appear in the body 22 of the plate. 23 (b) The annual use fees from the plate shall be distributed 24 as a charitable donation to the In God We Trust Foundation, 25 Inc., which may use a maximum of 10 percent of the proceeds to 26 offset marketing, administration, and promotion, and which may 27 use the balance of the fees to address the needs of military 28 service members and their spouses and dependents; provide 29 education in public and private schools regarding the historical 30 significance of religion in American and Florida history; 31 provide educational grants in public and private schools; 32 address the needs of public safety employees and their spouses 33 and dependents; and foster self-reliance and stability in 34 Florida’s children and families. 35(b) The license plate annual use fees shall be distributed36to the In God We Trust Foundation, Inc., to fund educational37scholarships for the children of Florida residents who are38members of the United States Armed Forces, the National Guard,39and the United States Armed Forces Reserve and for the children40of public safety employees who have died in the line of duty who41are not covered by existing state law. Funds shall also be42distributed to other s. 501(c)(3) organizations that may apply43for grants and scholarships and to provide educational grants to44public and private schools to promote the historical and45religious significance of American and Florida history. The In46God We Trust Foundation, Inc., shall distribute the license47plate annual use fees in the following manner:481. The In God We Trust Foundation, Inc., shall retain all49revenues from the sale of such plates until all startup costs50for developing and establishing the plate have been recovered.512. Ten percent of the funds received by the In God We Trust52Foundation, Inc., shall be expended for administrative costs,53promotion, and marketing of the license plate directly54associated with the operations of the In God We Trust55Foundation, Inc.563. All remaining funds shall be expended by the In God We57Trust Foundation, Inc., for programs.58 (84) SUPPORT SPECIAL NEEDS KIDS LICENSE PLATES.— 59 (a) The department shall develop a Support Special Needs 60 Kids license plate as provided in this section and s. 320.08053. 61 The word “Florida” must appear at the top of the plate, and the 62 words “Support Special Needs Kids” must appear at the bottom of 63 the plate. 64 (b) The department shall retain all annual use fees from 65 the sale of the plate until startup costs for developing and 66 issuing the plates have been recovered. Thereafter, the annual 67 use fees from the sale of the plate shall be distributed to the 68 Dan Marino Foundation, Inc., which: 69 1. May use a maximum of 10 percent of the proceeds to 70 promote and market the Support Special Needs Kids license plate. 71 2. Shall invest and reinvest the remainder of the proceeds 72 and use the interest thereon to assist Floridians with 73 developmental and intellectual disabilities by funding 74 scholarships, assisting with job placement, and promoting 75 education, independence, and awareness. 76 77 ================= T I T L E A M E N D M E N T ================ 78 And the title is amended as follows: 79 Delete line 129 80 and insert: 81 Legislature; amending s. 320.08056, F.S.; providing 82 the annual use fee for the Support Special Needs Kids 83 specialty license plate; amending s. 320.08058, F.S.; 84 revising the distribution requirements for annual use 85 fees for the In God We Trust specialty license plate; 86 directing the department to develop the Support 87 Special Needs Kids license plate; providing for the 88 distribution of annual use fees received from the sale 89 of such plates; providing effective dates.
