Senator Evers moved the following:

4 insert:
5 Section 23. Paragraph (ffff) is added to subsection (4) of
6 section 320.08056, Florida Statutes, to read:
7 320.08056 Specialty license plates.—
8 (4) The following license plate annual use fees shall be
9 collected for the appropriate specialty license plates:
10 (ffff) Support Special Needs Kids license plate, $25.
11 Section 24. Subsection (66) of section 320.08058, Florida
12 Statutes, is amended, and subsection (84) is added to that
13 section, to read:
14 320.08058 Specialty license plates.—
15 (66) IN GOD WE TRUST LICENSE PLATES.—
16 (a) The department shall develop an In God We Trust license
17 plate as provided in this section. However, the requirements of
18 s. 320.08053 must be met before the plates are issued. In God We
19 Trust license plates must bear the colors and design approved by
20 the department. The word “Florida” must appear at the top of the
21 plate, and the words “In God We Trust” must appear in the body
22 of the plate.
23 (b) The annual use fees from the plate shall be distributed
24 as a charitable donation to the In God We Trust Foundation,
25 Inc., which may use a maximum of 10 percent of the proceeds to
26 offset marketing, administration, and promotion, and which may
27 use the balance of the fees to address the needs of military
28 service members and their spouses and dependents; provide
29 education in public and private schools regarding the historical
30 significance of religion in American and Florida history;
31 provide educational grants in public and private schools;
32 address the needs of public safety employees and their spouses
33 and dependents; and foster self-reliance and stability in
34 Florida’s children and families.
35 (b) The license plate annual use fees shall be distributed
36 to the In God We Trust Foundation, Inc., to fund educational
37 scholarships for the children of Florida residents who are
38 members of the United States Armed Forces, the National Guard,
39 and the United States Armed Forces Reserve and for the children
40 of public safety employees who have died in the line of duty who
41 are not covered by existing state law. Funds shall also be
42 distributed to other s. 501(c)(3) organizations that may apply
43 for grants and scholarships and to provide educational grants to
44 public and private schools to promote the historical and
45 religious significance of American and Florida history. The In
46 God We Trust Foundation, Inc., shall distribute the license
47 plate annual use fees in the following manner:
48 1. The In God We Trust Foundation, Inc., shall retain all
49 revenues from the sale of such plates until all startup costs
50 for developing and establishing the plate have been recovered.
51 2. Ten percent of the funds received by the In God We Trust
52 Foundation, Inc., shall be expended for administrative costs,
53 promotion, and marketing of the license plate directly
54 associated with the operations of the In God We Trust
55 Foundation, Inc.
56 3. All remaining funds shall be expended by the In God We
57 Trust Foundation, Inc., for programs.
58 (84) SUPPORT SPECIAL NEEDS KIDS LICENSE PLATES.—
59 (a) The department shall develop a Support Special Needs
60 Kids license plate as provided in this section and s. 320.08053.
61 The word “Florida” must appear at the top of the plate, and the
62 words “Support Special Needs Kids” must appear at the bottom of
63 the plate.
64 (b) The department shall retain all annual use fees from
65 the sale of the plate until startup costs for developing and
66 issuing the plates have been recovered. Thereafter, the annual
67 use fees from the sale of the plate shall be distributed to the
68 Dan Marino Foundation, Inc., which:
69 1. May use a maximum of 10 percent of the proceeds to
70 promote and market the Support Special Needs Kids license plate.
71 2. Shall invest and reinvest the remainder of the proceeds
72 and use the interest thereon to assist Floridians with
73 developmental and intellectual disabilities by funding
74 scholarships, assisting with job placement, and promoting
75 education, independence, and awareness.

80 and insert:
81 Legislature; amending s. 320.08056, F.S.; providing
82 the annual use fee for the Support Special Needs Kids
83 specialty license plate; amending s. 320.08058, F.S.;
84 revising the distribution requirements for annual use
85 fees for the In God We Trust specialty license plate;
86 directing the department to develop the Support
87 Special Needs Kids license plate; providing for the
88 distribution of annual use fees received from the sale
89 of such plates; providing effective dates.
