    3         Between lines 50 and 51
    4  insert:
    5         (d) The funds must be expended for, and the contracts
    6  initiated or renewed must be to provide, services intended to
    7  reduce unintended pregnancies or sexually transmitted disease
    8  rates or for preventive health services, excluding abortion
    9  care.
