       Senator Garcia moved the following:
       
    1         Senate Amendment 
    2  
    3         In title, delete lines 10 - 22
    4  and insert:
    5  entitling them to become legal permanent residents after 1 year,
    6  and
    7         WHEREAS, this law provides Cuban immigrants with an
    8  advantage that immigrants of other nationalities do not have,
    9  and
   10         WHEREAS, at the time the law was enacted, the Cuban
   11  government was not recognized by the United States, the
   12  countries did not maintain diplomatic relations, travel between
   13  the countries was severely restricted, and Cuban immigrants were
   14  refugees from political oppression during the Cold War, and
