       The Committee on Community Affairs (Bradley) recommended the
       following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 124 and 125
    4  insert:
    5         (e) Notwithstanding any other provision of this section, a
    6  county may not levy local option sales surtaxes authorized in
    7  this subsection and subsections (2), (3), (4), and (5) in excess
    8  of a combined rate of 1 percent.
