       The Committee on Judiciary (Bean) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Section 295.24, Florida Statutes, is created to
    6  read:
    7         295.24Prohibited reimbursement of assessments; penalty.—A
    8  person who is recognized as an agent or attorney pursuant to 38
    9  U.S.C. s. 5904 and representing a claimant may not, directly or
   10  indirectly, request, receive, or obtain reimbursement from the
   11  claimant for assessments charged to the agent or attorney by the
   12  United States Department of Veterans Affairs pursuant to 38
   13  U.S.C. s. 5904(6)(A). A person who violates this section commits
   14  a misdemeanor of the second degree, punishable as provided in s.
   15  775.082 or s. 775.083.
   16         Section 2. This act shall take effect October 1, 2016.

   19  And the title is amended as follows:
   20         Delete everything before the enacting clause
   21  and insert:
   22                        A bill to be entitled                      
   23         An act relating to reimbursement of assessments;
   24         creating s. 295.24, F.S.; prohibiting an agent or
   25         attorney representing a claimant from directly or
   26         indirectly requesting, receiving, or obtaining
   27         reimbursement from the claimant for assessments
   28         charged to the agent or attorney by the United States
   29         Department of Veterans Affairs; providing penalties;
   30         providing an effective date.
