Paragraph (e) of subsection (1) of section 6 1003.4156, Florida Statutes, is amended to read: 7 1003.4156 General requirements for middle grades 8 promotion.— 9 (1) In order for a student to be promoted to high school 10 from a school that includes middle grades 6, 7, and 8, the 11 student must successfully complete the following courses: 12 (e) One course in career and education planning to be 13 completed in 6th, 7th, or 8th grade. The course may be taught by 14 any member of the instructional staff. At a minimum, the course 15 must be Internet-based, easy to use, and customizable to each 16 student and include research-based assessments to assist 17 students in determining educational and career options and 18 goals. In addition, the course must result in a completed 19 personalized academic and career plan for the student, which the 20 student is in no way obligated to pursue; must emphasize the 21 importance of entrepreneurship skills; must emphasize technology 22 or the application of technology in career fields; and, 23 beginning in the 2014-2015 academic year, must include 24 information from the Department of Economic Opportunity’s 25 economic security report as described in s. 445.07. The required 26 personalized academic and career plan must inform students of 27 high school graduation requirements, including a detailed 28 explanation of the diploma designation options provided under s. 29 1003.4285; high school assessment and college entrance test 30 requirements; Florida Bright Futures Scholarship Program 31 requirements; state university and Florida College System 32 institution admission requirements; available opportunities to 33 earn college credit in high school, including Advanced Placement 34 courses; the International Baccalaureate Program; the Advanced 35 International Certificate of Education Program; dual enrollment, 36 including career dual enrollment; and career education courses, 37 including career-themed courses and courses that lead to 38 industry certification pursuant to s. 1003.492 or s. 1008.44. 39 The course in career and education planning required in this 40 paragraph may include, or a school district may develop, grade 41 level curricula or instruction that introduces students to 42 various careers, but the course or school district must not 43 require any curriculum, instruction, or employment-related 44 activity that obligates an elementary or secondary student to 45 involuntarily select a career, a career interest, an employment 46 goal, or a related job training. 47 48 Each school must inform parents about the course curriculum and 49 activities. Each student shall complete a personal education 50 plan that must be signed by the student and the student’s 51 parent. The Department of Education shall develop course 52 frameworks and professional development materials for the career 53 and education planning course. The course may be implemented as 54 a stand-alone course or integrated into another course or 55 courses. The Commissioner of Education shall collect 56 longitudinal high school course enrollment data by student 57 ethnicity in order to analyze course-taking patterns. 58 Section 2. Competency-based innovation pilot program. 59 Beginning with the 2016-2017 school year, a competency-based 60 innovation pilot program is established within the Department of 61 Education. 62 (1) For the purposes of this section, the term “competency 63 based education” means a system in which a student may advance 64 to higher levels of learning after demonstrating a mastery of 65 concepts and skills instead of after a specified timeframe. 66 (2) Public schools in Lake, Palm Beach, Pinellas, and 67 Seminole Counties; P.K. Yonge Developmental Research School; and 68 school districts or charter schools designated by the 69 Commissioner of Education may submit an application to the 70 department for approval of a competency-based innovation pilot 71 program. A school or school district may discontinue its 72 participation in the pilot program at its discretion, or a 73 student who participates in the pilot program may discontinue 74 his or her participation in the program at the end of the 75 current academic period and at the discretion of the student or 76 the student’s parent. The application for approval of a 77 competency-based pilot program shall be submitted on a form 78 provided and by a date specified by the department and must 79 include, but need not be limited to, the following: 80 (a) A vision for the pilot program, including a timeline 81 for the program. 82 83 ================= T I T L E A M E N D M E N T ================ 84 And the title is amended as follows: 85 Delete lines 2 - 8 86 and insert: 87 An act relating to the competency-based education; 88 amending s. 1003.4156, F.S.; specifying that a student 89 is not obligated to pursue the personalized academic 90 and career plan; authorizing career and education 91 planning courses to include, or school districts to 92 develop, specified grade level curricula or 93 instruction; prohibiting such courses or school 94 districts from requiring certain curricula, 95 instruction, or activities; establishing a competency 96 based innovation pilot program within the Department 97 of Education; defining the term “competency-based 98 education”; authorizing certain schools to apply to 99 the department for approval of a competency-based 100 innovation pilot program; specifying that participants 101 may choose to discontinue their participation in the 102 program; specifying information to be
