       The Committee on Appropriations (Negron) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Pursuant to Section 5 of Article XI of the State
    6  Constitution, there shall be a special election on August 30,
    7  2016, to be held concurrently with other statewide elections
    8  held on that date, if any, at which there shall be submitted to
    9  the electors of this state for approval or rejection the
   10  amendments to the State Constitution proposed in Senate Joint
   11  Resolution 170, 2016 Regular Session, or a similar joint
   12  resolution having substantially the same specific intent and
   13  purpose.
   14         Section 2. Publication of notice shall be in accordance
   15  with Section 5 of Article XI of the State Constitution. The
   16  special election shall be held as other special elections are
   17  held.
   18         Section 3. The sum of $____ in nonrecurring funds from the
   19  General Revenue Fund is appropriated to the Department of State
   20  for the 201_-201_ fiscal year for the purpose of advertising the
   21  constitutional amendments being submitted to the electors of
   22  this state at the special election called by this act.
   23         Section 4. This act shall take effect upon becoming a law
   24  if enacted by a vote of at least three-fourths of the membership
   25  of each house of the Legislature and if Senate Joint Resolution
   26  170, 2016 Regular Session, or a similar joint resolution having
   27  substantially the same specific intent and purpose, is adopted
   28  by both houses of the Legislature.

   34                        A bill to be entitled                      
   35         An act relating to a special election; providing for a
   36         special election to be held August 30, 2016, pursuant
   37         to Section 5 of Article XI of the State Constitution,
   38         for the approval or rejection by the electors of this
   39         state of amendments to the State Constitution,
   40         proposed by joint resolution, relating to an exemption
   41         from the tangible personal property tax for solar or
   42         renewable energy source devices, a limitation on the
   43         assessed value of real property used for
   44         nonresidential purposes for the installation of such
   45         devices, and an effective date if such amendments are
   46         adopted; providing for publication of notice and for
   47         procedures; providing an appropriation; providing a
   48         contingent effective date.
