At the end of existing proviso language, following Specific 
Appropriation 86, INSERT:

From the funds in Specific Appropriation 86, $1,000,000 from the General 
Revenue Fund is provided to the Early Learning Coalition of Manatee 
County for implementation of the Statewide Save the Children Pilot 
Program.  This program provides evidence-based, cost effective home 
visiting for parents of children aged birth to five years living in 
underserved rural America to build strong foundations for parenting and 
school readiness to propel children toward a lifetime of learning. This 
is accomplished via the delivery of:  (1) early childhood education 
services to pregnant women and children birth to five years of age, (2) 
education services to the children's parents, and (3) ongoing staff 
training to community early childhood educators. The families, children,

and early childhood educators are supported with a robust network of 
trained early childhood professionals and an instructional model that 
develops children's language, pre-literacy skills, and social/emotional 
competence as evidenced by regular observations and assessments.
