       Senator Joyner moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 1732 and 1733
    4  insert:
    5         c. Notwithstanding sub-subparagraphs a. and b., any funds
    6  required to be used to acquire conservation or recreation lands
    7  to enhance recreational opportunities for individuals with
    8  unique abilities which have not been awarded for those purposes
    9  by May 1, 2017, may be awarded to redevelop or renew outdoor
   10  recreational facilities on public lands, including recreational
   11  trails, parks, and urban open spaces, together with improvements
   12  required to enhance recreational enjoyment and public access to
   13  public lands, if such redevelopment and renewal is primarily
   14  geared toward enhancing recreational opportunities for
   15  individuals with unique abilities. The department may waive the
   16  local matching requirement in paragraph (c) for such
   17  redevelopment and renewal projects.
