Floor: 12/F/2R . 03/04/2016 12:03 PM . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— Senator Soto moved the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 371 - 380 4 and insert: 5 (c) Contingent upon the passage of a constitutional 6 amendment related to the compassionate use of medical cannabis 7 at the general election held on November 8, 2016, the Department 8 of Health shall approve 12 additional licenses for dispensing 9 organizations. Six of the additional licenses shall be selected 10 from previously qualified applicants without regard to the 11 region they applied in previously. These six applicants must 12 apply to the department for a license and provide documentation 13 that they continue to meet the requirements of paragraph (b) by 14 December 15, 2016. The additional six licenses shall be selected 15 by the Department of Health from new applicants and must include 16 at least one applicant that is both a recognized class member of 17 Pigford v. Glickman, 185 F.R.D. 82 (D.D.C. 1999), or In Re Black 18 Farmers Litig., 856 F. Supp. 2d 1 (D.D.C. 2011), and a member of 19 the Black Farmers and Agriculturalists Association, each of 20 which must meet the requirements of subparagraphs (b)2.-7. and 21 demonstrate the technical and technological ability to cultivate 22 and produce low-THC cannabis. 23 24 ================= T I T L E A M E N D M E N T ================ 25 And the title is amended as follows: 26 Delete lines 28 - 30 27 and insert: 28 12 dispensing organizations contingent upon the 29 passage of a constitutional amendment; providing 30 requirements for the 12 dispensing organizations;
